Unemployment – a curse to Indian economy


— Dalim Phukan The magnitude of total unemployment is staggering in India and is perhaps larger than in any other country of the world. India’s employment is today 44 per cent of the population in rural areas and 40 per cent in urban areas. The estimated 15.6 million chronically unemployed is really a big number. In fact, the impact of unemployment on the economy is so widespread that its social and economic consequences need to be reckoned with in any planning effort for the economy as a whole.

Professor Dantawala emphasised that unemployment and under-employment are a proximate reflection of two sets of deeper causes, namely, the inadequacy of total absence of an asset lease (property or skill) and the exploitative institutional arrangements. What is, therefore, called for in solving the problem of under employment is the ensuring of the long term economic viability of persons affected. It would thus involve the restructuring of the human and physical capital base as also the reorganisation of the production process.

Dr Raj Krishna contends that, when the objective is to provide employment to every single unemployed or under-employed person, so that every family is enabled to have a minimum annual income of Rs 4,000, planning has to be multi-sectoral. He would like the manpower budget to be “an inherent part of the whole plan.” “The objective of the manpower budget is simply to ensure that the proposed activities in all sectors would together absorb the present nabour surplus as well as additions to the work force over the next five to ten years at an income level close to the poverty line.” Except in areas where productivity is already high and population density is relatively low, it may not be possible to plan local full employment without accelerating activity in a number of sectors. Dr Raj Krishna is of the view that labour absorption per hectare is higher on small farms. We should attempt increased productivity in small farms to optimise operational activities in them.

For the first time since the inception of planned development in this country, employment has been placed in the forefront as the principal objective of development strategy. While the overall estimate of unemployment indicates the magnitude of the efforts that is called for, its sectoral distribution determines the contours of the development programmes and the priorities in investment. Expansion of employment opportunities in the rural areas, which account for the bulk if the unemployment, has to be accorded top priority within the overall scheme for employment generation. Unless this is done, rural unemployment overflowing into the urban areas will swamp all efforts to tackle urban unemployment which is more visible and causes more misery.

To remove unemployment and under-employment in rural areas, a programme of rural industrialisation shall be launched. The relevant questions are about the type of rural industries to be launched, their location, their organisation pattern as viable units etc for this purpose, techno-economic syrveys of rural areas should be planned to assess the needs and potential of various regions such as follows: (a) a thorough survey of the area showing existing potential supply of industrial raw materials; (b) an environment of success represented by a minimum optimal size of the village, growth of adequate number of market towns and easy means of communication between market town and surrounding villages; (c) an institution which is prepared to venture and show the successful nature of a particular industry before it is passed on to private hands; (d) the provision of in-plant training to entrepreneurs as well as workers in the institutional ventures; (e) the supply of credit to deserving cases even on personal guarantee, through normal banking system. For the first time, the UPA government launched a mega employment guarantee scheme viz – “National Rural Employment Guarantee Act (NREGA) in 2005 for the rural poor. How long this act has been able to implement the rural works, social justice and equity demand for taking care of the unemployed and under-employed from the poor families, the moribund village-economy will explain the facts. The deep-rooted corruption foiled the very aims of the NREGA particularly in rural Assam, when jobcards meant for rural poor have been misused by the corrupt – officials and some political leaders of ruling party in village areas.

In any strategy of planning for maximum employment, an appropriate action programme will have to be devised for tackling the problem of educated unemployed. The fault lies mainly with a faulty educational system that produces poor quality students unfit and unprepared for careers. The over-emphasis on ‘respectable’ jobs has caused a neglect in the areas where lakhs of trained craftsmen are needed as electricians, mechanics, plumbers, masons, carpenters, cook etc. If there could be a harmonious matching of unfinished tasks of development and content of educational programmes, a sizeable number of jobs could be generated for the educated unemployed. Linking job development programme with technical change and development of skill-intensive industries will certainly expand employment opportunities for the educated unemployed.

If only our planners and policy makers had put fewer fetters on the real employment generation of the producers, relied less on laws and regulations, there would have been a rapid decline in the number of unemployed.

The problem of growing unemployment has been snowballing since the last two decades and has now attained such menacing proportions that it has become the primary threat to the country’s stability and security. Economic growth which does not bridge the gap between the rich and the poor will only promote social inequalities and injustice incompitable with the spirit of the times. The planners and policy-makers are fully aware that economic growth which does not guarantee employment opportunities to a growing population will be self-defeating, if not counter productive. Global crisis hits BPO industry, NE youths affected

GUWAHATI, April 28 – Business Process Outsourcing (BPO) industry, which has been contributing a huge chunk of revenue to the Government exchequer, is now facing problems due to the ongoing global recession. Market analysts who are closely monitoring the situation are of the view that the domestic BPO sector is likely to witness a major slump in revenue during the current fiscal which will lead to layoffs and salary cut.

North East has been playing a pivotal role in the BPO industry in the country. According to a study, there are about 12 lakh people working in the BPO industry of the country of which, this region contributes nearly 20 per cent accounting for 2.40 lakh employees. But, the prevailing crisis has left many of them jobless.

The 40-billion dollar IT-BPO sector in the country is likely to witness more layoffs in the coming days to withstand the current economic pressure. A report has already indicated that by September, nearly one lakh people in the IT sector may lose their jobs.

Anjan Bhattacharyya, who has been closely associated with the BPO industry for the last four years, has closed down a BPO unit due to plummeting revenues. The 36-seater BPO unit of the State has been shut down to tide over the crisis.

“I had to adjust the youths in other units to keep their jobs intact, though it is a tough step considering the poor BPO market,” Bhattacharyya told this correspondent today.

Citing reasons, he said that Indian BPO sector heavily relies on the USA market, but due to the financial turmoil, the flow of business from the country has started going down. “Several Indian BPO companies are now looking at other options to overcome the crisis,” he added. In this context, he informed that the Obama administration has also imposed heavy tax on the local companies as a result of which they have stopped outsourcing.

Worried over the situation, the Federation of Industry and Commerce of North Eastern Region (FINER), chairman RS Joshi appealed to the BPO industries to keep their jobs intact at this critical juncture. “Hundreds of youths of North East are working in the BPO sector across the country, so considering the situation, authorities concerned should look into the matter,” he said. Joshi also informed that FINER would take up the matter with all the State Governments in the region, besides submitting a memorandum to the new Government immediately after assuming office. “We want a revival package for the BPO sector,” he added. Eligibility Criteria

Selection Procedure

Applications are invited from unmarried male candidates for Short Service Commission (SSC) in the Technical Branches (Engineering and Electrical) of the Indian Navy for Course commencing Jan 2010 at NAVAC Ezhimala, Kerala.

Eligibility

Age.: 19 & ½ to 25 years (candidate to be born between 02 Jan 1985 to 01 Jul 1990; both dates inclusive).

Educational Qualifications: BE/B Tech (or equivalent) from Recognized University or AMIE with minimum 55% marks in aggregate. Calculation for - aggregate percentage should be based on total marks obtained in all the semesters (including I & II ), divided by total number of semesters, in any of the following disciplines :-

(a) Engineering Branch. (i) Mechanical, (ii) Production, (iii) Aeronautical,(iv) Marine, (v) Control.

(b) Electrical Branch. (i) Electrical, (ii) Electronics, (iii) Telecommunications, (iv) Avionics, (v) Instrumentation & Control.

Physical standards:

(a) Height and Weight: Minimum height - 157 cms with correlated weight

SHORT SERVICE COMMISSION:

Short Service Commission is granted for a term of 10 years, extendable to 14 years, subject to service requirement and performance / willingness of the candidate. On completion of these tenures, officers are released with gratuity as admissible under the rules. Disciplined life, leadership qualities and professional skills imbibed during the service would stand as added advantages in acquiring second career post exit from the Navy.

SELECTION PROCEDURE:

(a) The candidates will be issued call up for Services Selection Board (SSB) interviews based on their performance in BE/B Tech Degree qualification. No communication will be entertained on this account.

(b) SSB interviews for short listed candidates will be scheduled during Jul-Dec O9 at Bangalore, Bhopal or Coimbatore.

c) The total duration of SSB interview is of 5 days, consisting Stage I (Day one) and Stage II (Four days). Stage I Tests, consist of Officers Intelligence Rating Test (OIR), Picture Perception and discussion test (PDPT). Candidates who fail to quality in Stage I will be routed back on the same day from SSB centre. Stage II Tests consist of Psychological Tests, Group Tasks, Group discussion and Interview. The recommended candidates would then undergo Special Medical Examination at nearest military hospital (approx duration of 05 days).

(d) Candidates recommended by the SSBS and declared medically fit will be appointed for training in order of all India merit depending on the number of vacancies.

e) Change of SSB centre for interview is not permissible under any
circumstances.

Public sector banks will hire 30,000 personnel during 2009-10, even as India Inc, facing the heat of the global financial meltdown,has put a virtual halt on recruitment as reported by Economic Times

“As per the preliminary estimates, public sector banks are expected to hire over 30,000 people during 2009-10,” Institute of Banking Personnel Selection (IBPS) director M Balachandran said.

The institute, promoted by PSU banks and the Reserve Bank, has been rendering assistance to financial sector in the activities of employees’ selection, promotion and placement. A large number of employment opportunities have emerged in the banking sector owing to branch expansion by various lenders, business growth and aggressive marketing, he said.

Balachandran, former CMD of the Bank of India, said recruitment would also fill up the gap created due to large scale of superannuation in many banks. At the same time, in bid to increase fee-based income banks have started activities like distribution insurance policies, mutual fund schemes and other financial products. This has created need to recruit some specialised manpower in those segment, he added.

Many lenders, including the United Bank of India and the Indian Bank, have already issued advertisement for recruitment. For example, Kolkata-based UBI is hiring 900 probationary officers and 500 clerks. Besides, it is also hiring 100 specialised officers across various departments. Indian Bank has invited application for the post of 700 clerks to be recruited during the course of year while Hyderabad-based Andhra Bank is planning to recruit 550 clerks.Andhra Bank will also hire 295 probationary officer and 150 officers in other category. On the contrary to the trend in the banking segment, many sectors including information Technology and textile are handing over pink slips to their staff.

The recruitment for the post of Probationary Clerks shall be on State-wise basis. Candidates can apply for the post of Probationary clerk in one state only. On selection, candidates will be placed any where in that state depending upon Bank’s need and the candidates will have to work in the place of posting for a minimum period of 1 year.

In addition DA, HRA, CCA, Medical Aid, Hospitalization expenses, conveyance expenses, LFC and retirement benefits are admissible as per the rules of the Bank.

Eligibility Criteria
A candidate must be either (i) a citizen of India or (ii) a subject of Nepal or (iii) subject of Bhutan or (iv) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India or (v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East Africa countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (i), (ii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary may be admitted to the interview conducted by the bank but on final selection the offer of appointment may be given only after the Government of India has issued the necessary eligibility certificate to him/her.

Relaxation in upper age limit (In case of candidates belonging to the following categories)

SC/ST – by 5 years
OBC – by 3 years
Physically Challenged – by 10 years
Ex-Servicemen – by 3 years in addition to the actual period of service rendered in defence services subject to a maximum age of 50 years
Widows, divorced women & women judicially separated from their husbands & who are not remarried: by 9 years subject to maximum age limit of 35 years for general and SC/ST candidates 40 years
Persons domiciled in the state of J&K during the period from 01.01.80 to 31.12.89 – by 5 years

Minimum Educational Qualification as on 01.01.2009
Must have passed 10+2 examination or equivalent with 60% marks in aggregate. 5% relaxation available to candidates belonging to the SC/ST/OBC/PC category or graduate in any discipline from any recognized university. Candidate must have successfully completed a computer course of at least 3 months duration from any institute recognized by central/state govt./AICTE

All education qualifications should be from a recognized board/university institute. The educational qualifications prescribed for the post are the minimum. Candidates must possess these qualifications and must attach proof thereof along with the printout.

Selection Procedure
Merely satisfying the eligibility norms do not entitle a candidate to be called for written test & interview. All the eligible candidates who apply and whose applications are received in time will be considered for selection process, which is through written test & interview.

Written Test
The written test will be Objective and Descriptive type. The question in objective tests except for the test of English will be printed in bilingual, i.e. English and Hindi. The questions in descriptive paper will be printed in bilingual i.e. English and Hindi version. The candidates will have the option to answer the descriptive paper either in English or Hindi or official language of the state/U.T. There will be negative marks for the wrong answers in the objective tests.

The written test will be held on 28.06.2009 (Sunday).
