About Union Public Service Commission (UPSC)

The Union Public Service Commission (UPSC) is used to conduct examinations for various civil services in India. It is authorized by the constitution. The UPSC was first set up on 1st October 1926 by the then British Government in India. Union Public Service Commission conducts examinations for the recruitment of various civil services posts through competitive exams. The President of India only appoints the Chairman and the other members of the UPSC. The members of the UPSC should have a minimum of ten years work experience in central or state service. The recruitment through UPSC can be direct recruitment to fill job vacancies. UPSC advises the Government on various methods of recruitment to civil services. It is also used in reimbursement of fee in various legal matters and disciplinary cases related to different civil services.

The present Chairman of UPSC is Professor D.P.Agarwal. He was also the Director of Indian Institute if Information technology and Management in Gwalior. There are ten other members along with the Chairman. All these members with the chairman are appointed by the President of India. Every member has work term of six years or till the age of sixty-five. The fee for the recruitment is called Central Recruitment Fee Stamp or CRF and is collected in form of stamp. The fee is 100 rupees for service examinations and 50 rupees for direct recruitment. The UPSC submits an annual report to the President of India and it is discussed in the Parliament about the various methods to recruitment of various civil services.

The Union Public Service Commission (UPSC) is a constitutional body in India authorized to conduct examinations for appointment to the various Civil Services of India. The Chairman and other members of the UPSC (Union Public Service Commission) are appointed by the President of India. Mission

The Commission intends to promote competition, efficiency and economy in bulk power markets, improve the quality of supply, promote investments and advise government on the removal of institutional barriers to bridge the demand supply gap and thus foster the interests of consumers. In pursuit of these objectives the Commission aims to –

Improve the operations and management of the regional transmission systems through Indian Electricity Grid Code (IEGC), Availability Based Tariff (ABT), etc.

Formulate an efficient tariff setting mechanism, which ensures speedy and time bound disposal of tariff petitions, promotes competition, economy and efficiency in the pricing of bulk power and transmission services and ensures least cost investments.

Facilitate open access in inter-state transmission

Facilitate inter-state trading

Promote development of power market

Improve access to information for all stakeholders.

Facilitate technological and institutional changes required for the development of competitive markets in bulk power and transmission services.

Advise on the removal of barriers to entry and exit for capital and management, within the limits of environmental, safety and security concerns and the existing legislative requirements, as the first step to the creation of competitive markets.

As per the provision of the Constitution of India formation of the Gujarat Public Service Commission has been made on 01-05-1960.

Following functions have been entrusted to the Gujarat Public Service Commission under Article 320 of the Constitution of India.

History

In 1962 the Indian Parliament passed the 12th Amendment Act, 1962 to the Constitution of India, under which the Territory of Goa, Daman & Diu was included in the Schedule I of the Constitution of India (Constitution) and was declared as an Union Territory. 

As an Union Territory, all the selections for Gazetted group ‘A’ and ‘B’ posts were made through the Union Public Service Commission (UPSC). All their service matters, such as promotions, confirmations, seniority, recruitment rules, disciplinary matters, etc. were controlled by the UPSC.

Under the Constitution (Fifty Sixth Amendment) Act, 1987 Goa was included in the Schedule I of the Constitution of India, as the twenty – fifth “State’ of India.
