About UPSC Civil Services Exam

Civil service examinations are examinations implemented in various countries for admission to the civil service. They are intended as a method to achieve an effective, rational public administration on a merit system. In India, the British Government started these examinations to recruit service providers to the different government offices. The setting up of the First Public Commission dates back to 1926. Later in 1935 the Federal Public Service Commission was set which further got its autonomous entity as the Union Public Service Commission on 26th January 1950. Presently, the Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff. Under article 320 of the Constitution of India the Recruitment to civil services & posts through the USC Exam is done in three ways:

1. Direct Recruitment : This recruitment in its turn is done through two ways, either by competitive examination or through direct interview.
2. Promotion
3. Transfers

The Union Public Service Commission have been entrusted with the following duties and role under the Constitution:

1. Recruitment to services & posts under the Union through conduct of competitive examinations;
2. Recruitment to services & posts under the Central Government by Selection through Interviews;
3. Advising on the suitability of officers for appointment on promotion as well as transfer-on-deputation;
4. Advising the Government on all matters relating to methods of Recruitment to various services and posts;
5. Disciplinary cases relating to different civil services; and
6. Miscellaneous matters relating to grant of extra ordinary pensions, reimbursement of legal expenses etc.

Under the Constitution one of the functions of the Commission is to conduct examinations for appointment to Civil Services/Posts of the Union. In addition, competitive examinations are also held by the Commission under arrangements with the Ministry of Defence for entry to certain Defence Services, through the National Defence Academy, Indian Military Academy, Naval Academy, Air Force Academy and the Officers Training Academy. The Commission usually conducts over a dozen examinations every year on an all India basis. These include Examinations for recruitment to services/posts in various fields, such as Civil Services, Engineering, Medical and Forest Service, etc. At present the Union Public Service Commission conduct their examinations at numerous venues spread over 42 regular centers throughout the country.

About Vijaya Bank

Vijaya Bank , founded by a group of enterprising farmers and Shri A.B Shetty in October 1931, is now a bank with a huge network across the country. UPSC will hold the ESE Exam on 26th June 2010 at various centers in India. UPSC Engineering Services Examination 2010 was published in the Employment News on 30th january, 2010.

Eligibility:

Age Limits: not less than 21 years and not more than 30 years as on 1st august, 2010

Educational Qualifications: A candidate must hold a Degree in Engineering or Equivalent.

How to Apply for UPSC Engineering Services Examination (ESE) 2010?

Online Application submission for 2010 Engineering Services Examination will be available from 06.02.2010 to 22.02.2010.

About UPSC Civil Service


      UPSC civil service commission appoints people for civil services. “Civil Services” can be distinguished in two meanings viz.

A government department or service in which commission appoints individuals purely on the basis of highest merit shown in examinations conducted by it.

Employee will be hired for any government body other than military service.
A civil servant is one who we can say is working in any government body other than military services (although these appointed officers can/will work at military headquarters or offices. Civil services include all state government employees, but this differs from country to country. So we can say that all state government’s servant forms civil service body.

      Civil servants are required in order to rule or even we can say to run a daily work of government, civil servants or also known as public servants are needed. In past, appointments to civil services were completely made by inheritance but not on merit. Many officers were able to keep other people completely employed by them, to carry out their daily tasks, while officers sitting at home or else doing some other work draw salary.

      An international staff member or civil servant is an employee, who is nominated by an organization at international level. But they do not come under any state or national government. They are not bounded by any national law but they are bounded by international staff regulations. So in general, any issue or dispute related to their service is solved in front of a special tribunal created by international organizations. International service commission is an independent body created by UN; it coordinates and controls all the conditions of international civil staff and maintains high standards.

      Now as an example we will see civil service of US. In US it was established in late 1872. It contains all offices of executive, judicial and legislative departments. Appointment for most of the civil services in US is done by conducting competitive exams.

CBSE AIPMT Exam Pattern

Preliminary Examination will be held on 3rd April 2010, Saturday 

CBSE AIPMT Preliminary Exam consists of 200 Objective type questions from subjects like Physics, Chemistry and Biology.

Duration : 3 hours between 10am to 1 pm

Preliminary Exam Objective test consists of following questions: (Total 200 questions with 800 marks)
Physics: Number of questions = 50
Chemistry: Number of questions = 50
Botany: Number of questions = 50
Zoology: Number of questions = 50

1 negative mark for each wrong answer.

Final Examination will be held on 16th May 2010, sunday. Objective type questions will be asked to do. Those who qualify for the Preliminary Exam will only be called for CBSE PMT Final Examination.

Final Examination consists of 120 Objective type questions from subjects like Physics, Chemistry and Biology.

Duration : 3 hours between 10am to 1 pm

About CBSE APIMT Medical Entrance Test

CBSE PMT (Pre Medical Test) is the entrance exam conducted in a national level. It is known as APIMT (All India Pre Medical Test) and is being conducted by CBSE. It is conducted every year to fill the 15% seat for medical/ dental bachelor’s degree courses in the medical colleges in India and which is run by the state Govt, Union Govt and other local and state authorities except the Jammu and Kashmir medical colleges. APIMT test are conducted twice: i.e. preliminary and Final Examination.

• BDS:  Bachelors in Dental Surgery

Eligibility:

Admission process:
A candidate can submit the APIMT entrance test application for by online or by offline. Candidate has to pay some cost of form and it cost differs according to the candidates category. 400/- for General category and 200/- for SC/ST category. And for online submission candidate has to visit www.cbse.nic.in . This offline submission should be sent to Deputy Secretary of APIMT.

About UPSC Civil Services Exam

      In India, Union Public Service Commission appoints officer through competitive examinations conducted in all over India. Those who want to opt for administrative jobs must pass through this test.  India civil service exam is considered to be one of the difficult, most rigorous and very competitive. These exams are based on exams taken by British government in India before independence.   It is said to be the very competitive because its success rate is 0.1% of total no. of applicants who opts for exams. This exam is generally a three phased system through which a candidate must pass viz.

1. A basic qualifying test is conducted once in every year.             
2. Main exam is conducted mostly in October or November.           
3. Those who pass main exam, has to undergo interview and depending upon their interview they get selected for service.

      Results of these exams are declared at the time of basic exam of next year. Those who want to serve in India Foreign Service or India administrative services, have to secure higher ranks (among first 50). We will see example of result of exam conducted in 2006. Total 400,000 applicants opted for exam for 500 vacancies in Indian government. Out of those 400,000, only 7500 applicants passed through the first phase and were eligible for main exam.

      
The preliminary exam is conducted for total 24 subjects. Some of them are listed – Agriculture, Botany, Chemistry, Commerce, Law…..etc.

      
After passing this exam candidate has to opt for some of these subject for main exam. Subject which are mandate for main exam are General studies, Essay, English qualifying, Indian language and some other subjects are Physics, Statistics, Zoology and languages like Oriya, Pali, Persian are optional. Basically a candidate has to give exam for nine papers. First paper contains Indian language in which a candidate can choose any Indian language out of 22 options. Second paper is English qualifying paper. Third paper is entirely based on Essays. Then two papers are conducted on general information. And rest remaining papers are optional i.e. a candidate has to choose two subjects (Two papers each).

About UGC-NET Exam



What is UGC NET Exam?


The University Grant Commission conducts National Eligibility Test (NET) to determine the candidate’s eligibility for lectureship and also for the award of Junior Research Fellowship (JRF) for Indian citizens in order to get ensured in teaching profession. The examination is being conducted  in subjects like Humanitarians, social sciences, forensic science, computer science and application science.


NET is conducted by the Council of Scientific and Industrial Research (CSIR) for other science subjects. This test is being conducted twice the year in the month of June and December. Those candidates who want to pursue, the Junior Research Fellowship is available for 5 years to fulfill the  certain conditions. The JRF is awarded to those candidates who are meritorious candidates from the candidates who are eligible for lectureship in the NET examination


Eligibility:


Candidates who get qualified for the award of the Junior Research Fellowship are eligible to do the interdisciplinary research in subject in post graduate and also eligible for lectureship. Various universities in India and institutions may appoint JRF awardees for whole research academics with the prescribed procedure for them. The qualified candidates will be eligible for lectureship. Candidates who are appearing for NET examination should clearly clarify that they are both JRF and also eligible for lectureship.


Those candidates who have completed or pursuing UGC specified Master’s degree are eligible for NET exam.


Candidates who have secured 55% marks in master’s degree are eligible for test. And those from SC/ST and physically handicapped should score 50% marks.


Candidates who are appearing or waiting for their master’s degree result are welcomed for this test.


Ph.D holders whose master’s degree has been completed are also eligible for this test.


Candidates are advised to appear in those subjects which are related to Post Graduation.


Admission process:


Candidates who are seeking admission for NET test must apply in prescribed application form in duplicates. Applications which are in the prescribed format will not be entertained. The admission form should be filled legally and carefully as prescribed in the form.


Candidate must affix their recent passport size photo and must sign across the photo. And also it should have attested copy  by the Head of the university department

Every year SSC conducts Combined Graduate Level examination for various government departments. Following are the SSC Combined Graduate Level exam Syllabus, candidates should go through the Syllabus before taking the SSC Combined Graduate Level exam.

Syllabus for Combined Graduate Level examination (TIER-I):

Tier-I of Combined Graduate Level exam is common for all posts and the syllabus is as below:

A. General Intelligence & Reasoning: It would include questions of both verbal and non-verbal type. This component may include questions on analogies, similarities and differences, spatial visualization, spatial orientation, problem solving, analysis, judgment, decision making, visual memory, discrimination, observation, relationship concepts, arithmetical reasoning and figural classification, arithmetic number series, non-verbal series, coding and decoding, statement conclusion, syllogistic reasoning etc.

B. General Awareness: Questions in this component will be aimed at testing the candidates general awareness of the environment around him and its application to society. Questions will also be designed to test knowledge of current events and of such matters of every day observations and experience in their scientific aspect as may be expected of any educated person. The test will also include questions relating to India and its neighbouring countries especially pertaining to sports, History, Culture, Geography, Economic Scene, General Polity, Indian Constitution, scientific Research etc. These Questions will be such that they do not require a special study of any discipline.

C. Numerical Aptitude: The questions will be designed to test the ability of appropriate use of numbers and number sense of the candidate. The scope of the test will be the computation of whole numbers, decimals and fractions and relationships between numbers. It will test sense of order among numbers, ability to translate from one name to another, sense or order of magnitude, estimation or prediction of the outcome of computation, selection of an appropriate operation for the solution of real life problems and knowledge of alternative computation procedures to find answers. The questions would also be based on arithmetical concepts and relationship between numbers and not on complicated arithmetical computation(The standard of the questions will be of 10+2 level).

D. English Comprehension: Candidates’ ability to understand correct English, his basic comprehension and writing ability, etc. would be tested.

Syllabus for Combined Graduate Level examination (TIER-II):

Tier-II of Combined Graduate Level exam is specific to posts for which you are applying. For example Paper-III as given below are required only for the posts of Section Officer (Commercial Audit) and Investigator Gr.–II & III and Compilers. The syllabus for individual papers of Tier-II of Combined Graduate Level exam is given as below:

Paper-I : Arithmetic Ability: This paper will include questions on problems relating to Number Systems, Computation of Whole Numbers, Decimals and Fractions and relationship between Numbers, Fundamental Arithmetical Operations, Percentage, Ratio and Proportion, Average, Interest, Profit and Loss, Discount, Use of Table and Graphs, Mensuration, Time and Distance, Ratio and Time etc.

Paper-II : English Language & Comprehension: Questions in this components will be designed to test the candidate’s understanding and knowledge of English Language and will be based on error recognition, fill in the blanks (using verbs, preposition, articles etc), Vocabulary, Spellings, Grammar, Sentence Structure, Synonyms, Antonyms, Sentence Completion, Phrases and Idiomatic use of Words, etc. There will be a question on passages and comprehension of passages also. (The standard of the questions will be of 10+2 level).

Paper-III: Commerce/Mathematics/Statistics/Economics for Investigator Grade-II, for Ministry of Statistics & Programme Implementation and Compiler for Registrar General of India, Ministry of Home Affairs.

Probability, Probability Distributions, Binomial, Poisson, Normal, Exponential.

Compilation, classification, tabulation of Statistical Data, Graphical presentation of data.
Measures of central tendency, measures of dispersion, measures of association and contingency, scatter diagram, correlation coefficient, rank correlation coefficient and linear regression analysis ( for two or more variables ) excluding partial correlation coefficients.

Concept of Population, random sample, parameters, statistics, sampling distribution of x properties of estimators and estimation of confidence intervals.

Principles of sampling, simple random sampling, stratified sampling, systematic sampling etc., Sampling and non-sampling errors, type-I and type-II errors.

Concepts of Hypothesis – Null and alternate, Testing of hypothesis for large samples as well as small samples including Chi-square tests ( Z, t, F, x2 tests ).

Index Numbers, Time series analysis – components of variation and their estimation.

Algebra of Matrices: Determinants, Simple properties of determinants, Multiplication of determinants of orders two and three, Singular and non-singular matrices. Inverse of a matrix, Rank of a matrix and application of matrices to the solution of linear equations ( in three unknowns ).
Convergence of sequences, and series, tests of convergence of series with positive terms, Ratio, Root and Gauss tests.

Analytic Geometry: Straight lines, Circles, System of circles, parabola, ellipse and hyperbola in standard form and their elementary properties, Classification of curves second degree.
Differential Equation: First order differential equation. Solution of Second and higher order linear differential equations with constant coefficients and simple applications.

Differential and Integral Calculus: Limit, continuity and differentiability of functions, successive differentiation, derivatives of standard functions, Rolle’s and Mean-value Theorems, Maclaurins and Taylor’s series ( without proof) and their applications, Maxima and Minima of functions of one and two variables. D. COMMERCE
This paper will cover all the subjects of commerce ordinarily taught at the B.Com. or similar degree courses of Indian Universities. Specifically, it will include the following subjects:
Accountancy: Conceptual framework, Income measurement, Final accounts, Accounting for partnership firms, Hire-purchase accounting, Corporate accounting (Issue, forfeiture and re-issue of shares ).
Business Organisation: Business objectives, Business environment, Business entrepreneurship ( including location, choice of form of business and growth strategies ), Business operations including finance, production, marketing and human resource development.
Management: Concept of management, Planning, Organising, Leading and Controlling.
Micro-economics: Price-mechanism, Theory of consumer behaviour, Elasticity of demand, Production function, Theory of costs, Market structures, Price determination under perfect competition and monopoly.
Indian Economics: Issues involved in planning for economic development, Sectoral analysis of Indian economy including agriculture, industry and foreign trade.
Business Statistics: Analysis of Univariate data involving measurement of Central tendency and dispersion, correlation and regression analysis, index numbers, analysis of time-series, Theory of probability.
Business Law: Indian Contract Act, 1872, Sale of Goods Act, 1930, Partnership Act, 1932 and Negotiable Instruments Act, 1881.
Company Law: Kinds of companies, matters involving incorporation of company, shares and share capital and matters relating to issue and transfers of shares,
members of a company, management of a company, meetings and resolutions, winding up of a company.
Cost accounting: Procedures involved in cost accounting, marginal costing, cost-volume profit analysis, Budgetary control, Standard costing.
Auditing: Meaning and objects of auditing, Types of audit, Audit process.
Income Tax: Basic concepts, Residence and tax liability, heads of income.

Since major changes has been brought about by SSC in 2010, further changes are unlikely to happen in at least next 2/3 years. Therefore if you are appearing in Combined Graduate Level exam 2011 or 2012, you can use above exam syllabus as the reference exam syllabus of Combined Graduate Level exam 2011/2012.



ABOUT STAFF SELECTION COMMISSION

The Staff Selection Commission was first established on September 26, 1977 by the Government of India to recruit various positions in the Government and its assisting offices. Back then it was referred to as Subordinate Services Commission.  Through the various resolutions passed by the Govt of India the Staff Selection commission is now a part of the Department of Personnel and Training and works under it. Since then the Staff Selection Committee has not only grown in size and volume but has extended its functions as well.

The Staff Selection Commission is headed by the Chairman. Under the chairman are two Members and a Secretary cum Controller of Examinations. Below these two members is various other staff. The Govt of India employs the Chairman, the two members, the Secretary cum Controller of Examinations and all of the foresaid staff. Supporting staff is provided to the commission upon demand basis.

The current Chairman of the Staff Selection Commission is Shri. N.K. Raghupathy. Under him are Mr. V. Kannan ans Mr. S.K. Lohani the two members of the Commission. The two members assist the chairman in his work while the Secretary cum Controller of Examinations works under these two members.

The Staff Selection Commission has its headquarters in New Delhi . There are seven regional offices of the SSC located at Delhi, Mumbai, Kolkata, Chennai, Guwahati, Bangalore, and Allahabad. Apart from these seven regional offices there exist 2  sub-regional offices in Chandigarh and Raipur. The Regional Director heads the Regional offices while the Deputy Director heads the Sub Regional offices.
