Applications in the prescribed forms are invited for direct recruitment to the following posts by 3rd March, 2011 (10th March, 2011 in respect of applications received only BY POST from the candidates residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, J&K, Lahaul & Spiti District and Pangi Sub-division of Chamba district of Himachal Pradesh, A & N Islands or Lakshadweep or abroad).
1. (Vacancy No.11020301112) One Assistant Director in C.C.S National Institute of Animal Health, Baghpat, U.P. in the Ministry of Agriculture, Department of Animal Husbandry, Dairying & Fisheries. The post is reserved for OBC candidates.
Qualifications :
Essential :
Educational : i) B.V.Sc or B.V.Sc and Animal Husbandry Degree from a recognized University or equivalent as mentioned in Schedule – I or II of the Indian Veterinary Council Act, 1984(52 of 1984). ii) M.V.Sc in Medicine or Virology or Pathology or Bacteriology or Microbiology or Immunology or Parasitology or Veterinary Public Health from a recognized University or equivalent. iii) Should be registered with Veterinary Council of India or State Veterinary Council.
Desirable :
Experience in research or training or manufacture or regulation or quality control in the field of vaccines and other biologicals in a concern of repute. Duties : Responsible for testing of viral / bacterial vaccines / biological for the use in ruminants, Canines, felines, porcine, equines etc. Also responsible for processing of tissues from experimental animal house and maintenance of seed cultures and healthy cell lines. Management of animal house and experimental animal house, animal testing of biological and production of hyper immune sera and testing of livestock and poultry products. HQ : C.C.S. National Institute of Animal Health, Baghpat, U.P. with liability to serve anywhere in India.
2. (Vacancy No.11020302412) One Registrar at National Defence Academy, Khadakwasla, Pune, Ministry of Defence. The post is reserved for OBC candidates. The post is also suitable for Physically Handicapped candidates with disability of Blindness or Low Vision(Blind / Low Vision) / Hearing Impairment (H.H) / Orthopaedically Handicapped / Locomotor Disability / Cerebral Palsy [One Arm (OA) / One Leg (OL)].

A. Educational: Master’s degree in Arts / Science of a recognized University or equivalent.
B. Experience: Five years’ experience of teaching and administration in a college or a public school which is a member of the Public School Association of India.
Duties: The Registrar will be functionary staff officer to the Principal. He will handle the correspondence with Army Headquarters, CDA and other formations, advice the Principal on matters concerning finance e.g. budget estimates, annual / capital grants, audit objections and observations. To detail officers for different boards and other duties, to coordinate with the Academic Departments for day to day work, handling all correspondence relating to Academic Syllabus and he is the custodian of classified documents and confidential files of Academic Officers placed in charge. HQ : NDA, Khadakwasla, Pune.
3. (Vacancy No.11020303612) Two Senior Scientific officers, Grade-II (Instrumentation) in the Directorate General of Quality Assurance, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. Out of two posts, one post is reserved for OBC candidates. The posts are also suitable for Physically Handicapped persons with disability of Hearing Handicapped (HH).

Essential :
A. Educational : Degree in Electronics Engineering / Electronics Technology or Master degree in Electronics, Applied Physics, Physics from a recognized University or equivalent.
B. Experience : Two years’ practical experience in Production / Development / Quality Assurance in the relevant field.
Desirable: Knowleldge of German, French, Russian, Japanese or Chinese Language.
Duties : Preparation of specifications and vetting of documents pertaining to procurement of items/stores. Technical evaluation, testing, inspection and Quality Assurance activities of equipments, systems / sub-systems and stores indented by the Service pertaining to the relevant discipline. Creation of test facilities as per various laid down standards / specifications. Value engineering studies of items/stores. Product improvement, Indigenization and development work on systems / products. Interaction with the Industry and preparation of capacity / capability reports. Technical documentation. Administration of test labs.
4. (Vacancy No.11020304412) Seven Labour Enforcement Officers (Central) in the Office of the Chief Labour Commissioner(Central), Ministry of Labour & Employment. Of the seven posts, one post each is reserved for ST & OBC candidates.

Essential :
A. Educational :
i) Degree in Commerce or Degree with Economics /Sociology / Social Work as one of the subjects from a recognized University or equivalent.
ii) Post-graduate Degree / Diploma in Law, Labour Relations, Labour Welfare, Labour Laws, Sociology, Commerce, Social Work / Welfare, Business Administration, Personnel Management or any other allied subject relating to labour from
a recognized University / Institution or equivalent.
Desirable : Experience in Labour Laws, Labour Welfare, Labour Relations or Personnel Management in an Industrial Organisation or a Government establishment.
Duties : Inspection of establishments in the Central Sphere. Enforcement of Labour Laws in the Central Sphere i.e. Railways, Mines, Oilfields, Banks, Insurance Companies, Ports etc. Promotion of Labour Welfare in Central Sphere undertakings. Prosecution of cases of defaulters. Conciliation of Industrial Disputes if empowered as Conciliation officer, under the Industrial Disputes. Verification of Trade Union membership and acquaintance with trade union movement in general. Special enquiries on labour matters entrusted from time to time. Any Other Condition : The duties of Labour Enforcement Officer(Central) involve intensive touring in different areas and residence in and out of way places.
PROSPECTS OF PROMOTION: 33.1/3% vacancies in Grade V of Central Labour service formed w.e.f. 3.2.87. Assistant Labour commissioner(Central), Labour Officer / Assistant Welfare Commissioner are filled by Promotion: i) 16.2/3% of the Promotion quota amongst Welfare Administrator with three years regular service in the grade; and ii) 83.1/3% of the Promotion quota amongst Labour Enforcement Officers (Central) with three years regular service in the grade.
5. (Vacancy No11020305612) Sixteen Assistant Executive Engineers (Civil) in Employees State Insurance Corporation. Out of sixteen posts, two posts are reserved for SC candidates, one post is reserved for ST candidates and four posts are reserved for OBC candidates. Of the sixteen posts, one post is also reserved for Physically Handicapped [ Hearing Handicapped(HH) or Orthopaedically Handicapped / Locomotor disability or Cerebral Palsy with One Arm affected(OA) / One Leg affected(OL)] candidates belonging to any community. The posts are also suitable for Physically Handicapped persons with above mentioned disabilities.

A. Educational : BE/ B. Tech in Civil Engineering from a recognized University or equivalent.
B. Experience : Three years’ experience in planning, construction and execution of civil engineering projects.
Duties : In charge of Sub-division office, responsible for checking of running accounts, prepare plan, design, detailed estimate for projects, scrutiny of same before submission to the higher authority, maintain records regarding initial accounts, responsible for clearances works accounts, all outstanding / recovery in cases advance value of stores sold.

4. AGE LIMIT AS ON NORMAL CLOSING DATE :
a) Not exceeding 48 years for the post at Item No.2.
b) Not exceeding 38 years for the posts at Item No.1.
c) Not exceeding 35 years for the posts at Item Nos.3 & 5.
d) Not exceeding 30 years for the posts at Item No.4.
N.B. The age limit shown against Item Nos.1 & 2 is relaxed age limit for OBC candidates. The age limit shown against all other Item Nos is normal age limit and only in these cases age is relaxable for SC/ST candidates upto 5 years and upto 3 years for OBC candidates in respect of vacancies reserved for them. AGE IS ALSO RELAXABLE FOR CENTRAL/UT GOVT SERVANTS UPTO FIVE YEARS AS PER THE INSTRUCTIONS ISSUED BY GOVT OF INDIA FROM TIME TO TIME. NOTE : Candidates with disabilities[ as indicated against Item(s)] can apply to the respective posts even if the post is not reserved for them. About UPSC
The Union Public Service Commission (UPSC) is a constitutional body in India authorized to conduct examinations for appointment to the various Civil Services of India. The Indian Constitution (Part XIV - Services Under the Union and the states - article no. 315 to 323) provides for a Public Service Commission for the union and a Public Service Commission for each state.
The first Public Service Commission was set up on 1 October 1926 by the then British Indian Government in response to the demands of Indian politicians that the superior Civil Services be Indianized. The functions of this Public Service Commission were largely advisory and, because of this limitation, it failed to satisfy the demands of Indian political parties associated with the struggle for freedom. The British Indian government then set up a Federal Public Service Commission and provided for the formation of provincial level Public Service Commissions under the Government of India Act 1935.
