The Protection of Plant Varieties and Farmers’ Rights Authority, an autonomous body established by an Act of Parliament (PPV&FR Act, 2001), invites application for filling up one post of Registrar in the scale of pay with pay band of Rs 37,400-67,000/- with Grade Pay Rs 8700/-(pre-revised scale of Rs 14300-400-18300/-), equivalent to Central Civil Service Group “A” Gazetted, Technical, Non-Ministerial, from amongst Officers under the Central/State Govt./UT/State Agricultural Universities/Recognised Research Institutions/Autonomous Organisations/Semi-Govt organisations/PSUs. The post is likely to fall vacant during Nov, 2010.

Eligibility:
The Officers holding analogous post on regular basis in the parent cadre/dept; or ii) with three years’ service in the Grade rendered after appointment thereto on a regular basis in the scale of pay of Rs 12000-16500/-(pre-revised) or equivalent in the parent cadre/Department; and or eight years regular service in the Scale of pay of Rs 10000-15200/-(Pre revised) and possessing educational qualification and experience as under:

Essential:
1. Post Graduation in Agricultural Science with specialisation in Plant Breeding & Genetics, Biotechnology, Agricultural Botany/Seed Technology or other related subjects.
2. Total 15 years experience in the field of Agricultural Sciences or Seed Development activities, out of which, atleast 3 years experience is required in the field of Varietal Improvement/Intellectual Property Rights and should have worked for 5 years in the post carrying pay scale of Rs 12000-16500/(pre-revised) or equivalent or have worked for 8 years in the pay scale of Rs 10000-15200/-(pre revised)

Desirable: Degree in Law or Post Graduate Certificate course in IPR or Diploma in Management

Method of Recruitment: On deputation/on transfer or absorption basis(including short term contract)

Period of Deputation: Three years, may be extended upto max. five years

Age: The maximum age limit for appointment by deputation (including short term contract) shall not exceed 56 years as on the closing date of receipt of application.
The period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Govt. shall ordinarily not exceed five years.

Pay of the official selected on deputation will be regulated as per provision laid down in the Department of Personnel and Training OM No. 2/8/97 Estt(Pay II), dated 11.3.1998 as amended from time to time.

While forwarding the applications, it may also be verified that the particulars furnished by the applicant are correct and that no vigilance case is either pending and/or contemplated against him/her and no major penalty has been imposed on them during the last 10 years. The application received without Confidential reports, Vigilance clearance, integrity certificate and statement of major/minor penalty, if any imposed during the last 10 years, or otherwise found incomplete, or received after the last date of receipt of application will not be considered.

General conditions
a. Two copies of recent passport size photographs duly attested by a Gazetted Officer(on the front side of the photograph) with another photograph pasted on the application form
b. Attested copies of testimonials & certificates in proof of age/date of birth/education qualification/ experiences is required to be submitted
c. Attested copies of Community/Status/Caste certificates in the prescribed format of Govt. of India in case of candidates belonging to SC/ST/OBC/PH/Ex-Serviceman category, be submitted, if applicable.
d. Two self addressed envelopes of 23x10cms with postage stamp worth 25/- affixed with each of these envelopes
e. Candidates who are employed in Govt./Semi-Govt./Autonomous bodies etc. Should send their application “Through Proper Channel”. However, they may also send an advance copy of their application alongwith certificates and testimonials before due date.
f. Application should be submitted in the prescribed format only, neatly handwritten/typed and should be filled up in block letters.
g. Mere submission of application does not confer any right to be called for written test/interview call.
h. Candidate shall submit one application only
i. Incomplete application/unsigned form or applications received without certified copies of certificates or required testimonials, photographs or after stipulated dates will stand rejected without any communication to the candidates.
j. The application form and other documents should be arranged in the following order one below the other, tightly tagged or stapled on the left hand side top corner.
k. In all the above matters, decision of the Competent Authority, PPV&FRA will be final.

In order to provide for the establishment of an effective system for protection of plant varieties, the rights of farmers and plant breeders and to encourage the development of new varieties of plants it has been considered necessary to recognize and protect the rights of the farmers in respect of their contribution made at any time in conserving, improving and making available plant genetic resources for the development of the new plant varieties. Moreover to accelerate agricultural development, it is necessary to protect plants breeders' rights to stimulate investment for research and development for the development of new plant varieties.
