INVITES APPLICATIONS FOR THE FOLLOWING POSTS

1. (Vacancy No.11010201222) Three Legal Officers (Grade-II) in the Legal and Treaties Division, Ministry of External Affairs. Of the three posts, one post is  reserved for ST  candidates.  

Qualifications :

Essential : A.  Educational :   Master’s degree in Law with specialization in the field  
of International Law and/or International Relations or International Organizations of a recognised  University or equivalent. B. Experience: Five years’ experience in Legal Affairs, namely, Legal  Practitioner, teaching or conducting or guiding research in International Law and/or in the Law of  International Organizations.

Desirable :  Knowledge of one or two foreign languages other than  
English. DUTIES: To assist Legal and Treaties Division on Legal aspects concerning India’s  International Treaties, Laws of seas, rivers etc.

2. (Vacancy No.11010202322) One Assistant Professor (Psychology) in IMA Dehradun, Ministry of Defence.     

Qualifications :

Essential :  Educational :  

i) Good academic record with at least 55%  
marks or an equivalent grade of B in the 7 point scale with letter grades O,A,B,C,D,E and F at the  Master’s Degree level in Psychology  from any recognized University in India or an equivalent  degree from a foreign University.  

ii) Should have  cleared the National Eligibility Test (NET) for  
Assistant Professors conducted by the University Grants Commission or Council for Scientific and  Industrial Research or similar test accredited by the University Grants Commission.   

NOTE : I :
The candidates who have been awarded Doctorate Degree or have passed the Master of  Philosophy Examination in the concerned subject are exempted from the requirement of  Educational Qualification (ii) above.    

NOTE : II  : A relaxation of five percent of marks from fifty  five percent to fifty percent may be provided to the Doctorate Degree holders who have passed  their Master’s Degree prior to 19th September 1991.

NOTE : III : A relaxation of five percent of 
marks from fifty five percent to fifty percent may be provided at the Master’s level to candidates  who have cleared the Junior Research Fellowship examination conducted by University Grants  Commission or Council for Scientific and Industrial Research prior to 1989.  

NOTE : IV : The grade 
of ‘B’ in the 7 point scale with letter grades O,A,B,C,D,E and F shall be regarded as fifty five percent of marks wherever the grading system is followed.  

Desirable  : Proficiency in games or 
cultural activities. Experience in Military training or National Cadet Corps or Scouting. Proficiency in English in the concerned subject.   

Duties : To teach cadets in his subject as per the training 
programme and syllabus. In addition, to participate in social, cultural and extra curricular activities of cadets. May be allotted special duties such as Superintendent Examinations, OIC Academic Results etc.   

HQ : Indian Military Academy, Dehradun or anywhere  in India. 

3. (Vacancy No.11010203122) One Pathologist in Farakka Barrage Project Hospital, Ministry of Water Resources. General Civil Service.  

Qualifications :

Essential : A : Educational : i)   A  
recognized Medical qualification included in the First or the Second Schedule  or Part II of the Third Schedule (Other than licentiate qualifications) to the Indian Medical Council Act, 1956.  Holders of  Educational Qualifications included in Part II of the Third Schedule should also fulfil the conditions stipulated in Sub-section (3) of Section 13 of the  IMC Act, 1956. ii) Post-graduate Degree or  Diploma in the concerned Speciality in Schedule-A or Section-B in Schedule-IV or equivalent i.e.  MD(Pathology) / MD (Pathology and Bacteriology) / MD(Pathology with Bacteriology)  /M.Sc(Pathology) / M.Sc (Medical Pathology)/ Ph.D (Pathology) / D.Sc(Pathology) / Speciality  Board of Pathology(USA) / DCP /DPB or equivalent.  B.
Experience : Three years’ experience in  the concerned speciality after obtaining the post-graduate degree or 5 years’ experience after  obtaining the Post-graduate Diploma.  

Duties :  The pathologist is the overall in-charge of  
Pathology Unit of Farakka Barrage Project Hospital to take care of Pathological tests of patients of  FBP Staff, CISF staff posted in FBP and their family members including outdoor and indoor  patients and to assist the Chief Medical Officer, Specialist (Gynaecology) and other Medical  Officers in the Hospital in attending the patients.  

HQ :  Farakka Barrage Project Hospital, FBP,  Distt, Murshidabad, West Bengal.   

4. (Vacancy No.11010204622)  Three Senior Scientific Officers, Grade-II(Engineering discipline) in  the Directorate General of Quality Assurance, Department of  Defence Production, Ministry of  Defence.  Defence Quality Assurance Service.  Out of three posts, one post each is reserved for  ST & OBC candidates.  The posts are also  suitable  for Physically Handicapped persons with  disabilities of Hearing Handicapped(HH) or Orthopaedically Handicapped / Locomotor disability or  Cerebral Palsy with disability of OL(One Leg affected).  

Qualifications :

Essential :  A. Educational 
:  Degree in Mechanical / Electrical Engineering from  a recognized University or equivalent.  B. 

Experience : Two years practical experience in Production / Development/ Quality Assurance  in  
an organization Manufacturing  Electrical / Automobile  products.
Desirable : Knowledge of  German, French, Russian , Japanese or Chinese language. 

Duties :  Preparation of  
specifications and vetting of documents pertaining  to procurement of items/stores.  Technical  evaluation, testing, inspection and Quality Assurance activities of equipments, systems / subsystems and stores indented by the Service pertaining to the relevant discipline.  Creation of test  facilities as per various laid down standards / specifications. Value engineering studies of  items/stores.  Product improvement, Indigenization and development work on systems / products.   Interaction with the Industry and preparation of capacity / capability reports.  Technical  documentation.  Administration of test labs.   

5. (Vacancy No. 11010205422) One Senior Artist in the Common Cadre of Art & Production Staff of Directorate of Advertising & Visual Publicity(DAVP)  / Publications Division(DPD), Ministry of Information & Broadcasting.  The post is reserved for OBC candidates.  The post is also suitable  for Physically Handicapped[ Hearing Impairment(Hearing Handicapped)] candidates.   

Qualifications :

Essential :  A.
Educational :  Degree or Diploma in Fine Art or Commercial Art of a recognized University / Institution or equivalent.
B.  Experience :  Two years’ experience of Commercial Art in an advertising agency or  a firm of  standing or a Government Organization  OR  Three years’ experience in layout work in colour, black & white including preparation of illustrations,  designs etc. for magazines, pamphlets, folders etc.  Desirable :  Knowledge of Hindi.  

Duties :  To 
be responsible for preparation of layouts and designs for various publicity campaigns, press advertisements and assist Art Executives and Exhibition Officers for layouts art work in colour,black & white including preparation of illustrations, designs etc. for magazines, pamphlets, folders 
etc. HQ :  New Delhi / Bangalore / Chennai.   

6. (Vacancy No.11010206122) One Veterinary Assistant Surgeon in Central Cattle Breeding Farm, Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture.  

Qualifications :  

Essential :
A. Educational :  Degree in Veterinary Science or degree in Veterinary Science and 
Animal Husbandry of a recognized University or equivalent.

B. Experience :  Two years’ 
experience of working in Veterinary hospital or treatment of Veterinary Diseases.  

Duties :  To look 
after the health of cattle, diagnose diseases and treat them.  To adopt preventive measures against contagious and infectious diseases.  Carry out routine post-mortem and common lab tests for diagnosis.  

HQ :  Any field office of Central Cattle Breeding Farm with liability to serve anywhere in 
India.

d) Rs.9300-34800+ Rs.4600(Grade pay) (T. E. Rs.20,155) Group B  Gazetted for the post at 
Sl.No.5 above.   

e) Rs.15600-39100+Rs.5400(Grade pay) (T.E. Rs.30,450) Group A Gazetted for the post at 
Sl.No.6 above. 

4. AGE  LIMIT AS  ON  NORMAL CLOSING DATE :        
a)   Not exceeding 40 years for the posts at Sl. Nos.1 & 3  
b)   Not exceeding 35 years for the posts at Sl.Nos.2 & 4. 
c)   Not exceeding 33 years for the post at Sl.No.5 above.  
d)   Not  exceeding 30 years for the post at Sl. No. 6.  

N.B. The age limit shown against Sl. No.5 is relaxed age limit for OBC candidates. The age limit  shown against all other Sl. Nos   is normal age limit and only in these cases  age is relaxable for  ST candidates upto 5 years  and upto 3 years for OBC candidates in respect of vacancies reserved  for them.  AGE  IS ALSO RELAXABLE FOR CENTRAL/UT GOVT SERVANTS UPTO FIVE  YEARS AS PER THE INSTRUCTIONS ISSUED BY GOVT OF INDIA FROM TIME TO TIME.  For  age concession applicable to other  categories of applicants please see relevant paras of the   Instructions to   Candidates for recruitment by Selection.   

NOTE :  Candidates with  disabilities[ as indicated against Item(s)] can apply to the respective  posts even if the post is not reserved for them.  However, such candidates will be considered for  selection to such post by general standard of merit.  Persons suffering from not less than 40% of  relevant disability shall alone be eligible for the benefit of reservation and other relaxations as  permissible under the rules

6.PROBATION:The persons selected will be appointed on probation as per rule.  

About UPSC
The Union Public Service Commission (UPSC) is a constitutional body in India authorized to conduct examinations for appointment to the various Civil Services of India. The Indian Constitution (Part XIV - Services Under the Union and the states - article no. 315 to 323) provides for a Public Service Commission for the union and a Public Service Commission for each state.

The first Public Service Commission was set up on 1 October 1926 by the then British Indian Government in response to the demands of Indian politicians that the superior Civil Services be Indianized. The functions of this Public Service Commission were largely advisory and, because of this limitation, it failed to satisfy the demands of Indian political parties associated with the struggle for freedom. The British Indian government then set up a Federal Public Service Commission and provided for the formation of provincial level Public Service Commissions under the Government of India Act 1935.
