It checks standards of universities and colleges and provides recognize them and also provides funds to government recognized universities and colleges. Currently it’s headquarter is based in New Delhi and has six regional offices or branches in Kolkata, Guwahati, Bangalore, Hyderabad, Pune and Bhopal.

Currently, in late 2009, education ministry had revealed its plans to close down UGC and its all related bodies due to bribery and inefficiency and in early 2010. Education ministry also has declared outline of a government body similar to UGC but having more powers. And now it is decided that there will be same portion all over India. But it is still on papers, so students no need to worry about that right now.

Though it was recommended in 1944, UGC was formed in 1956. Firstly, its work was only limited to three universities. Then after some time its rights were extended over all universities and colleges. Currently UGC has decided to conduct NET exam (National Eligibility Test) for appointment of all teachers and now also have made mandatory for all teachers. This topic was also one of the issue against which all teachers were protesting. But those people have been exempted from exam, who has M.Phil for graduation level or Ph.D for PG level. It also accredits all universities and colleges on their standard and for that job it has formed 15 autonomous institutes. It also has established four national facilities centre in four universities viz. Mumbai, Tirupati, Shimla and Madras. Funds provided by UGC to colleges and universities are based on grade provided by itself, so many colleges tries very hard to keep their standard up to the mark as they receive all funds from UGC.
